When a comprehensive framework is needed for bicycle, pedestrian, or trail projects, Alta can develop a master plan that offers the structure, vision, and guidance for successful implementation of projects, programs, and policies.
Our master plans are compelling and comprehensive, covering all planning aspects from inventory to implementation, including goals and objectives, public outreach, technical analysis and feasibility of improvements, project priority lists, support programs and policies, design guidelines, and maintenance and management tasks. We’ll conclude the plan with a clear action strategy to provide forward direction for implementation.
We’ve developed master plans for the entire range of non-motorized transportation and recreation, including the well-known Portland, Oregon Bicycle Master Plan, the Santa Barbara, California Pedestrian Master Plan and the Pasadena, Texas Bayou/Trails Master Plan.

Ash Creek Trail Master Plan
The City of Independence, Oregon contracted with Alta for the design phase of the Ash Creek Trail based on the recommendations of the Ash Creek Trail Master Plan. This facility will be a multi-use trail aligned along Ash Creek from the Willamette River to 16th Street.

Moapa Valley Trails PlanThe Moapa Valley is located northeast of Las Vegas and is home to the towns of Logandale and Overton. Walkers and joggers are a common sight in the early morning hours in the valley as they move along roadway shoulders and irrigation canals. A well developed trail system will give the residents recreational opportunities as well as alternative transportation facilities.
