Nonmotorized Transportation Pilot Program [aka NMTPP]


In 2005, Congress approved the Nonmotorized Transportation Pilot Program to provide $25 million each to four selected communities in order to determine how investments in walking and biking can increase the number of people who walk and bike. The communities are Marin County, CA; Minneapolis/St. Paul, MN; Columbia, MO; and Sheboygan, WI. Alta has worked with all four pilot communities in different capacities. One of Alta's major roles was to develop the evaluation methodology for the NTPP effort. Alta adapted count and survey forms and methodology from the National Bicycle and Pedestrian Documentation Program and trained all four communities on the process. In addition, Alta performed and analyzed counts and surveys in Columbia, MO and Marin County, CA. Follow-up surveys will be performed in 2010 and a report presented to Congress.
