Alta led the development of the first-ever plan to support safe walking in Saint Paul. A key element of the planning process was a strong equity focus.

The project team thought of equity not only in terms of who we were engaging and which neighborhoods should be prioritized, but also in terms of developing processes for making pedestrian improvements that are transparent and proactive. Central to developing a clearer process for pedestrian improvements was the identification of High Priority Areas for Walking. Alta led a prioritization process to identify areas where the City could see the greatest benefits of investing in walking, based on public and plan steering committee priorities.

Alta also led the development of a crosswalk flow chart to develop a clear and transparent process for determining whether to install crossing improvements at particular sites. The final plan includes infrastructure, education, enforcement, encouragement, and evaluation recommendations to make walking safe and appealing for all. The plan is designed to meet ADA document accessibility standards.
